Bibliotecólogo estadounidense. Se graduó en el Amherst College en 1874, después de lo cual se inició allí como bibliotecólogo. En 1876 publicó
A Classification and Subject Index for Cataloguing and Arranging the Books and Pamphlets of a Library [Una clasificación e índice temático para catalogar y ordenar libros y panfletos en una biblioteca], en el cual presenta el sistema clasificación decimal de
Dewey. Fue uno de los fundadores de la Asociación de bibliotecas norteamericanas y de la
Revista Biblioteca (ambas en 1876). Puso en marcha la Escuela de biblioteconomía, la primera institución en EE.UU. en formar bibliotecarios. También reorganizó la Biblioteca del estado de N.Y. (1889–1906) y estableció el sistema de bibliotecas ambulantes y colecciones de pinturas. Cofundador de la Asociación de las reformas ortográficas, reescribió su propio nombre.
